Aim: It is the purpose of study to read the effect of the idea of modernization created in the final period of the Ottoman Empire and the accompanying effort to establish modern cities on the sub-province of Giresun, a port city of that period that was economically developed and on the zoning activities of longtime mayor Captain Yorgi and his contribution to the identity of the city. Method: All information regarding the zoning activities of Giresun between the years of 1885-1904 were obtained from written sources, the buildings that exist today, third generation and fourth generation persons who have knowledge about the period, and the Ottoman Archives of the Prime Ministry. Findings: During his time as mayor, Captain Yorgi put his effort into realizing the reforms foreseen by westernization process in which the Ottoman Empire took part on the scale of the city of Giresun. Government House, the Nation’s Garden, the telegraph building are the structures constructed in the period in which Yorgi left his mark on the local administrative center under the control of a central authority in Giresun. Conclusion: During its final years, when Ottoman Empire entered a critical period with respect to zoning and municipality activities, Giresun, as a port city, was differentiated from various other provincial cities, because of the personal efforts of Mayor Captain Yorgi, who played an important role in the construction of the city. Many structures that were built during this period contributed to the identity of the city.
